Texas Railroad Commission - Waste Minimization Project Oil and Gas drilling and exploration in Texas is regulated by the Texas Railroad Commission. The RRC has operated the Waste Minimization Program since 1992. The Waste Minimization Program’s purpose is to encourage and help oil and gas operators implement successful waste minimization techniques and plans.
P.O. Box 12967 The University of Texas and the P2Rx.org network offers a one stop shop for pollution prevention (P2) assistance in the Southwest Network for Zero Waste. The Network pulls on the resources of dozens of P2 specialists located in 5 states.
